Kentucky Case Study, Pine Mountain - John Metille

Mr. Metille defined Context Sensitive Design/Context Sensitive Solutions (CSD/CSS), discussed the progress the Kentucky Transportation Cabinet is making toward implementing that approach, and described the U.S. 19/Pine Mountain Crossing project in Letcher County, Kentucky. He said that CSD is a collaborative, interdisciplinary approach that involves all stakeholders to develop a transportation facility that fits its physical setting and preserves scenic, aesthetic, historic, and environmental resources, while maintaining safety and mobility. It is an approach that considers the total context within which a transportation improvement project will exist. This approach places the preservation of historic, scenic, natural environment, and community values on an equal basis with mobility, safety, and economics. It results in projects that work, that look good, and that have balance. Kentucky is one of five pilot states in CSD. It has implemented this approach by providing mandatory training to project managers and design firms which operate within the Commonwealth and piloting the approach on new road projects. The U.S. 19/Pine Mountain Crossing project was a 12 mile historic scenic corridor with narrow driving lanes, multiple switchbacks, and steep grades which had been stopped by injunction for 14 years. By implementing a CSD approach, including the establishment of a multi-stakeholder task force and considering a variety of options, and acceptable design solution was found.
