Using Farm Bill (FRPP) for Farmland Protection in Georgia - Cindy Haygood

The Farm and Ranchlands Protection Program (FRPP) is a Farm Bill Program offered through the USDA, Natural Resources Conservation Service. FRPP provides matching funds for the purchase of permanent conservation easements on producing agricultural lands for the purpose of protecting farmland from conversion to non-agricultural uses and to preserve valuable farm and ranch lands for future generations. FRPP funding was available for the first time in Georgia in 2002. A major hurdle for landowners to participate in FRPP is the requirement for matching funds, especially where no statewide farmland preservation initiatives or a ready source of matching funds exists. Through the efforts of the Carroll County Farmland and Rural Preservation Partnership, landowners in Carroll County were able to utilize Special Purpose Local Options Sales Tax funds to as match dollars for FRPP. Currently, a portion of these funds are committed to protecting three farms totaling 756.40 acres. These funds will match FRPP funds. Other activities that have supported farmland preservation in the county include: 1) The establishment of a new, locally led, agricultural land trust, 2) The county Comprehensive Plan inclusion of Agricultural Districts and the potential for a Transfer of Development Rights program, and 3) An active Sustainable Agriculture Initiative that has resulted in the establishment of a locally grown farmer’s market and a locally grown food network.
